The Sandyford Master Plan was commissioned in tandem with the Gateway Project and followed completion of Beacon Court Offices, Hospital and Hotel and South Quarter. The master plan identifies a framework for the ongoing development of the former industrial estate and encompasses sites of 120 hectares under in various ownerships.

The master plan establishes two parallel boulevards extending south from the LUAS line. The boulevards link existing and future development sites, feed squares and pocket parks, support pedestrian movement and establish a strong public realm. The Gateway building, with its cultural and educational uses, provides an iconic termination to the western boulevard. The master plan identifies opportunities for waterfront development along the reservoir edge north of the estate and promotes land bridge connections to established residential communities.
